With the aim of identifying and documenting the reality of monitoring and documenting torture and ill-treatment in the Palestinian Territory by official and civil authorities, the nature of the tools used in their implementation, and studying the extent of their compatibility with relevant international best practices. Whereas, adopting standard methodologies among the actors in this field in terms of the tools used, the classification of information and its analysis will provide reliable indicators in assessing the extent of the response of the State of Palestine to its obligations under the accession to the Convention against Torture and the protocol attached to it, and it will serve as a prelude to establishing a national observatory for documenting and monitoring torture, The data that are monitored by human rights institutions that rely on the same methodology of documentation and classification, is preserved, which contributes to confronting these practices.
