REF.: 312/2010
Al-Haq, and the Women’s Centre on Legal Aid and Counseling (WCLAC), with the endorsement of Al-Mezan Center for Human Rights, Addameer Prisoners’ Support and Human Rights Association and Defence for Children International – Palestine Section, have submitted an alternative report to the UN Committee on Economic Social

and Cultural Rights (the Committee) highlighting Israel’s failure to implement the obligations of the International Covenant on Economic, Social and Cultural rights in the Occupied Palestinian Territory (OTP).

From 22 to 26 November, the Committee will hold its pre-sessional meeting in Geneva, where Al-Haq will present the report to its members. The issues raised in the report are intended to assist the Committee in its formation of the list of issues for the State Party’s consideration. Israel is expected to address the list of issues in its State report, which will be considered by the Committee in November 2011. Many of the violations of economic, social and cultural rights documented in the report are substantiated by field documentation collected by Al-Haq and WCLAC, with particular focus on the following rights:

  • Article 1 – The right to self-determination
  • Article 2 – The applicability of the Covenant to the occupied Palestinian territory
  • Article 2 – Non-discrimination and the right to a remedy
  • Article 6 – The right to work
  • Article 10 – The right to family life
  • Article 11 – The right to an adequate standard of living
  • Article 12 – The right to health
  • Article 13 – The right to education

The joint report is also available on the website of the Office of the United Nations High Commissioner for Human Rights.
