PNGO Position paper on the Gaza Strip Construction

In light of the devastating consequences of the Israeli aggression against the Palestinian people in Gaza—including systematic killings, destruction, and starvation, constituting an ongoing genocide for over fifteen months - the Palestinian NGOs Network (PNGO) stresses the urgent need to initiate the reconstruction process immediately. This requires the fulfillment of key conditions: security stability, unified Palestinian political will, secured funding, and inclusive participation of all relevant stakeholders.

The Israeli assault has resulted in over 60,000 martyrs and 110,000 wounded, in addition to the destruction of more than 80% of Gaza’s infrastructure, including homes, institutions, roads, economic infrastructure, health, and social facilities.

As a network of Palestinian civil society organizations, PNGO assumes its national and social responsibility to amplify the voices of victims, advocate for their rights, and ensure justice and reparation for victims. This includes the reconstruction of what the Israeli occupation has destroyed and the protection of the Palestinian people’s resilience and presence on their land, countering systematic ethnic cleansing and forced displacement.

Therefore, PNGO presents the following demands:

1. Recognition of Palestinian Steadfastness: We honoUr the steadfastness of our people, who have endured horrific acts of genocide and successfully resisted the occupation’s attempts to force their displacement.

2. Reconstruction as a Political and Humanitarian Imperative: Reconstruction must be linked to a political process that guarantees Palestinian national unity, the right to self-determination, and the establishment of an independent Palestinian state with Jerusalem as its capital - in line with UN resolutions. This must include the right of return and compensation for Palestinian refugees, ensuring a rights-based, developmental, and political approach to reconstruction.

3. National Reconciliation and Political Unity: A serious and immediate effort must be made to end political division through a democratic and participatory political system. The immediate implementation of the Beijing Agreement is essential to protect the unity of Gaza and the West Bank, including Jerusalem, and to thwart Israeli occupation’s plans to permanently separate Gaza from the rest of Palestine.

4. Protection and Strengthening of UNRWA: We emphasize the need for the continued operation of UNRWA in all its areas of operation, especially in Gaza. This includes rebuilding UNRWA facilities, schools, and institutions while ensuring political, financial, and legal support to counter Israeli efforts to delegitimize and shut down the agency.

5. Establishment of a National Reconstruction Authority: Palestinian-led national authority should be formed, including representatives from ministries, local councils, civil society organizations, private sector institutions, experts, and affected communities. This authority would develop a comprehensive reconstruction plan and oversee its implementation with full transparency and accountability. Its headquarters must be in Gaza.

6. Rejection of Israeli Restrictions and the Siege: We reject any Israeli-imposed restrictions aimed at continuing the blockade or limiting the entry of reconstruction materials and essential goods.

7. Comprehensive Reconstruction of All Destroyed Infrastructure: The reconstruction process must address all destruction caused by the Israeli occupation, including damage from previous assaults on Gaza.

8. Holding the Israeli occupation Financially Accountable: International pressure must be intensified to force Israel to pay reparations for the destruction it has inflicted on civilian infrastructure in Gaza and the West Bank.

9. Inclusion of Affected Communities in Reconstruction Planning: Gaza’s residents, especially those whose homes and businesses were destroyed, must have a direct role in planning, monitoring, and overseeing all phases of the reconstruction process to ensure transparency and integrity.

10. Immediate Humanitarian Relief for Displaced Families: Urgent measures must be taken to provide displaced families with adequate shelter and essential needs until their homes are rebuilt.

11. Guarantees for the Protection of Gaza’s Rebuilt Infrastructure: Arab and international guarantees must be secured to protect rebuilt facilities from future Israeli attacks and ensure unhindered access to reconstruction materials.

12. Prevention of Israeli occupation Economic Gains from Reconstruction: The Israeli occupation must not profit from Gaza’s reconstruction. This requires Boycotting Israeli products and companies involved in the occupation and prioritizing the import of building materials from Arab and allied nations supporting Palestinian rights.

13. Prioritizing Palestinian Companies in Reconstruction Efforts: The reconstruction process should be led by Palestinian companies while working to rehabilitate Gaza’s construction sector, especially firms affected by the war.

14. Employment Opportunities for Youth and Workers: The reconstruction process must create as many jobs as possible for youth and workers to help combat unemployment and poverty.

15. Urban Planning for Future Population Growth: Given Gaza’s population growth, reconstruction planning must include sustainable infrastructure, public facilities, and housing solutions to accommodate future needs.

16. Revitalizing the Health, Agriculture, and Fishing Sectors: Efforts must be made to rehabilitate Gaza’s health sector, agricultural sector, and fishing industry, ensuring environmental protection and sustainable solutions for debris removal.

17. Addressing the Water and Energy Crisis: Special focus must be placed on water infrastructure projects to secure access to Palestinian water resources. Additionally, urgent steps are needed to resolve Gaza’s electricity crisis and improve power generation capacity.

18. Reconstruction of Public Institutions and Services: All hospitals, civil society organizations, universities, and public facilities that were destroyed must be rebuilt.

19. Freedom of Movement Between Gaza and the West Bank: Ensuring geographical and political unity between Gaza and the West Bank is essential, including freedom of movement for people and goods in both directions.

20. Establishing Palestinian Industrial Zones: New industrial zones must be developed to create job opportunities and stimulate economic growth.

21. Palestinian Control Over Natural Resources: International guarantees must be secured for the operation of Gaza’s offshore gas fields, ensuring that their revenues are used for reconstruction and economic recovery.

22. Establishment of a Palestinian National Museum: national museum must be established to document the history of Palestinian struggle and the war crimes committed against our people throughout the repeated Israeli assaults.

23. International Reconstruction Conference: PNGO calls for an inclusive international conference on Gaza’s reconstruction, ensuring that Palestinian civil society organizations, the private sector, and expert bodies play a key role in shaping and implementing reconstruction efforts.

We emphasize the necessity of strong partnerships with Arab, international, and UN organizations to ensure that Gaza’s construction is comprehensive, just, and sustainable.
