Professor Schabas’ Expert Opinion on UN System Accountability Mechanisms for International Crimes

Professor Willian Schabas, Director of the Irish Centre for Human Rights at the National University of Ireland in Galway has submitted a legal Expert Opinion, prepared with the assistance of scholars at the Centre, analysing the most appropriate forum within the United Nations system to ensure implementation of the recommendations contained in the Report of the UN Fact-Finding Mission on the Gaza Conflict.

Professor Schabas’ Opinion examines the necessary steps for the pursuit of accountability with respect to the alleged international crimes committed in the context of Operation ‘Cast Lead’. The Opinion holds that for the Mission’s recommendations regarding accountability for international crimes to be acted upon, it is necessary for the Mission’s Report to be addressed by the UN Security Council with a view to referring the situation in Occupied Palestinian Territory to the International Criminal Court.
